How to compute the loaded labor floor (show the math)

The SCA sets a per-hour minimum (wage + H&W) on every hour paid — including paid holidays and vacation — and EO 13706 adds up to 56 hours of paid sick leave a year. Spread over the hours a worker is actually on site, that gives the true floor per hour worked:

Janitor (11150), one full-time worker, EO 13706-covered contract Hourly floor $16.44 wage + $5.42 H&W = $21.86/hr Paid hours per year 40 h x 52 wk = 2,080 h (holiday, vacation and sick hours are paid hours) Minimum annual cost 2,080 h x $21.86 = $45,468.80 Hours actually worked 2,080 - 88 holiday (11 x 8 h) - 40 vacation (1 wk at 1 yr) - 56 sick (EO 13706 max) = 1,896 h Floor per hour worked $45,468.80 / 1,896 h = $23.98/hr

Assumptions shown so you can change them: full-time 40 h/week; 8-hour paid holidays; vacation at the 1-year level (a successor contractor inherits the incumbent workforce's service, so long-tenured staff may be due more weeks); every leave hour used. Still excluded: employer FICA (7.65%), FUTA/SUTA, workers' comp, supervision, supplies, equipment, overhead, G&A and profit.

Not a bid price. These are the legal minimums the Service Contract Act requires you to pay each worker. They exclude payroll taxes, workers' compensation, supplies, equipment, supervision, overhead, G&A and profit. BidBrief never states a bid price. The wage determination attached to your solicitation governs: it may be a different revision, or a collective-bargaining (CBA) wage determination where a union incumbent exists.
