How to compute the loaded labor floor (show the math)

The SCA sets a per-hour minimum (wage + H&W) on every hour paid — including paid holidays and vacation — and EO 13706 adds up to 56 hours of paid sick leave a year. Spread over the hours a worker is actually on site, that gives the true floor per hour worked:
